Besides Roy's own theories? Might be a lack of See Invisibility, since Roy probably doesn't know how to manifest fully.

I just thought of something. What if it's the Blood Oath? Eugene could only manifest to Roy, what if now Roy can only manifest to Julia?

That's one of the things Roy thought of, and there's a fair bit of discussion of it in the last comic. Basically, that would screw him over, since she's a few thousand miles away from the sword...

Actually, the second they started discussing Roy's death counting, I thought "Nope, oracle guy is going down." though I was hoping for an explanation for why Roy couldn't activate the ammy.

Uh, we got that several strips ago. It's because it never occurred to Celia that unlike her, he can't shoot lightning out of his fingers. Ammy's electicity sensitive and broke becuase Tsukiko hit it when she zapped Haley with an Electic Orb.
