First draft of administrative plan. Let the flames begin!

Local Government Reorg:
They can set the pace, but I reserve the right to look over their shoulders and bitch.
Policy:
Get in line with Imperial requirements for local governance
Pace:
The details are their business, but I want it ASAP

Testing the local officials:
Going top-down, but also a sampling of the local-level officials just to be on the same side
After I run out of time, <The Experienced Administrator we got whose name I forget> and a group of hand-picked (by me) locals
that I've already vetted will finish the job
This is to be done within six months

Active Service Military:
Volunteers will be accepted into the Imperial military after a loyalty oath administered under a Zone of Truth
Those who choose not to join will be disarmed and allowed to go their way
Given the current rebellion, this will be done immediately after the rebellion is resolved.

Slaves:
All slaves will be immediately set free and the owners will be subsidized the cost of equivalent Imperial machinery
The slaves themselves will be given a basic education and economic incentives for the first two years

Agriculture:
Simon is to work with locals to report on the differences between Imperial agriculture and local using whatever resources are necessary
Time frame: Midsummer, rollout to begin shortly after, hopefully completed by next harvest

A few comments:

For the freed slaves, I think we should really try to push military service. Offer a very basic pack of money/education for all freed slaves, and give big bonuses to those who wish to enlist. We need to start building up the Imperial Chroman Sepoys, and freed slaves would make a great core to these forces.

For the agricultural upgrade, working with locals and drawing up reports seems like a lot of wasted effort. It would be a lot easier, and probably quicker, to just make public all information about Imperial agriculture, and then give a 6-month or 1-year window where we will pay half (or some other portion) of the cost of any agricultural goods (machinery, seeds, strains of genetically modified stuff, etc) that the Kochikaze buy from the Imperium. We could even offer to subsidize a portion of the wages for any Imperial agriculture experts that the Kochikaze want to hire during that period. This way, there's no need for us to be mucking around with committees and reports, our administrators don't have to learn about the fine points of growing corn, and there are no charges of favoritism in the way we distribute the goods. We just have to write a couple checks and its all done.

Some opinions from the NPCs:

GOVERNMENT REORGANIZATION:
Gadar Siegal, after some light investigations into the Kochikaze administrative structure, came to the conclusion that government reorganization in Kochikaze isn't going to be trimming down or adjusting the structure as much as patching UP the administration. The Kochikaze government is extremely simple, a bare skeleton in comparison to the bureaucratic structure utilized by the Imperium. Furthermore, they're especially lacking in specialists - accountants, economists, lawyers, public project managers, etc. Basically, Gadar finds the government-population interaction in Kochikaze obsolete, to the point of being equivalent to that of pre-modern ages. Villages and towns often still rely upon their elders, tax collection is disorganized with few if any supervisory checks, public works is handled by civilians pooling resources together with the local administrator and hiring some professional, etc.
Gadar suggests that the first thing which must be done is to gather the specialists the the government so sorely lacks, whether it be from the Imperium or be from the local populace. Obviously, some publicizing is required and some incentives need to be given.
[ Actually, you're pretty sure Gadar's comments were getting to the point of being too harsh & blunt, if not outright insulting, towards Kochikaze ].
[ Dave/Drew: Kasai Kochikaze is somewhat annoyed at this. He seems to see absolutely no problem with their current form of government and finds the Imperial version slightly... overcomplicated. Although he seems to be keeping any opinions to himself and agreeing with the plan ]

Balint Erico offers that he might be able to pull some specialists from the Church of Misalin, but they'd be operating as church officials in an administrative positions, and obviously their required condition is that a new Church of Misalin branch gets established with resource support from the government.


TESTING LOCAL OFFICIALS
Kasai Kochikaze thinks this shouldn't be an issue seeing as there's already a shortage in human resources. He also suggests that rather than some sort of 'test' using Imperial standards, how about assigning the officials several government projects and see how they can utilize their methods in getting the job done.

Gadar Siegal sends a private message to Gabriel and Sigmund that there might be more problems here than one would think. Matter of fact ALL Kochikaze administrators probably need to be brought up to date on just how a government should be run this day and age. Their habits and beliefs are simply TOO ancient.


ACTIVE SERVICE MILITARY
No one has any problems with the proposal of accepting volunteers and disarming the rest.

Gadar Siegal brings up the case that when the Imperials first took control of Norinth, they mostly abandoned the Norinthners' traditional armaments (seeing as they were indeed obsolete) and re-supplied them with Imperial weaponry, as well as took over two months to reform their structure and teach them use of the new weapons and tactical doctrines. Much more time was spent after the war, but as everyone knows they were needed on the front asap. Gadar suggests utilizing a similar case here on Chroma. This would also solve the problem of what to do with all that Incarnum-powered military equipment. With Imperial replacements available, the Imperials would be able to scrap the old stuff and free any slaves trapped within.

Kasai Kochikaze does note that while he may be fine with this concept, he can't say the soldiers and commanders will necessarily agree. After all, they're used to their equipment. Furthermore, the signed treaty forbid the Imperium to scrap their armament stockpile or their warships. That of course, means you can't make them useless by taking out their Incarnum batteries. (obviously, we have a problem here...)


SLAVERY
No one seems to have any problems with freeing the slaves and providing money for purchasing Imperial machinery as replacements.

Gadar Siegal does note that this means the Imperium should set up a new commission to take care of the subsidizing, especially since this will be a problem for every Chromian territory taken. No doubt there will be plenty who try to claim their "equivalent replacement" will cost far more than it does. This commission will likely require a number of experienced accountants, businessmen, and engineers from both Chroma and the Imperium, and once again, we need ways of drawing their attention and willingness.
And speaking of education, the Kochikaze education system is pretty behind too.
On the matter of military recruitment, Gadar believes that option should be given to slaves who have SOME military experience of sorts (although he admits that must be extremely rare). Otherwise their ability to fight as soldiers, whether in discipline, organization, or technique, would be so low they have no way of operating with proper Imperial military units. In short, they're more likely to be a drag than be of help.

Balint Erico suggests the offering of the following to all freed slaves:
---1. All will be offered citizenship with the Imperium and exemption from personal income taxes for a period of no less than 5 years (Gadar thinks that exemption is going too far)
---2. New large scale 'refugee' camp of sorts need to be constructed to offer the newly freed slaves free food. The freed slaves will be offered to live in these camps and receive an accelerated education program which will bring them up to the Imperials' ten years mandatory public education. They details of the accelerated program should be decided upon by the Department of Education.
---3. Alternatively, freed slaves who do not wish for education, or believe their existing education is enough, should be given a maximum of six months' of normal government-provided unemployment insurance (as if they had previously been employed in the Imperium), until they do find employment of their own. This needs to be cleared with the Department of Labor.


AGRICULTURE UPGRADES
[ Capabilities of agricultural & industrial equipment is always out there and available... manufacturers need to sell their goods after all ]

Balint Erico informs that after a brief glance at Kochikaze's agricultural equipment, they're nearly the same as the equipment being utilized in the Imperial territory of Shadowshift (formerly west Fens). Although he does admit what the orcs are using aren't exactly the most up-to-date equipment the Imperials have, they're simply willing to accept a much lower standard of living. The problem is that the people of Kochikaze might not be willing to put up with a reduction of earnings, but offering them too much might provoke backlash from within the Imperium when people believe they're treating newly conquered territories better than existing ones.
Somewhat surprisingly, the goblinoids of Terrince currently have the hold on the best agricultural equipment, which is mostly magitech. Their equipment is very reliable, highly efficient, and requires little to no fuel/maintenance. However, they're also rather expensive. If that's what the farmers of Kochikaze demands, we might have some problems coughing up the gold required.

Gadar Siegal believes that based on this information, it would be a fair idea to offer Ivan's suggestion of subsidizing 50% of all agricultural equipment purchase costs, although 4 to 6 months is enough for the window period. This would allow them to upgrade themselves to something better than the lowest level of Imperial tech, but if they aim for the best then they have to pay extra gold from their own pocket. However, no doubt the Kochikaze farmers won't see this as "Fair", because they'll think the Imperials should subsidize ALL their costs.

For the freedmen, I can't really see the justification for giving the slaves exemption from income tax. If they have a job and are earning income, they are obviously already on their feet and supporting themselves.

For the farmers, I'd like to note that they will most likely earn significant windfall profits by being the first on the planet to use the more advanced agricultural techniques, if they choose to upgrade, which should more than balance out the cost of the the new equipment even if they were forced to pay full price.

On slaves:
I think that giving them a smaller or lighter income tax would be sufficient, as anything more would more than likely increase the ire of the Kochikaze's more. Regardless of the fact that the incarnum-blooded have been slaves, the minute we start handing them special privileges, is the minute we start encouraging tensions. There is a time and place for reparations, but before we can secure them, there's going to need to be a pretty significant cultural shift, which must be proceeded by the incarnum-blooded "proving" themselves before the general public. Give them a chance to prove themselves in battle or otherwise, and let the public warm up to them as full citizens, then we can start talking about tax breaks.

On the Administration:

To Kasai, on matters of the Administration:
While the Imperium administrative structure may appear from an outsider's perspective to be needlessly complex, allow us to assure you that the system itself has been optimized, and is continually optimized to ensure as little labor is wasted and work unfinished. Do not take this as a sign that we believe your people to be incompetent; merely that we wish to modify the existing structure to Imperial Standards. After all, while we fully intend to see as many of these positions filled by Kochikazians, as per our agreement, this is now an Imperium Territory, and it must follow Imperium Protocol. Besides, I can tell you from personal experience that not much gets past the eyes of Cross Knights.

Local Gov't Reorg:
(Drew beat me to this, but it's really my area of expertise)
To Kasai: Yes, this is a rather more bureaucratic form of government than Kochikaze is used to. However, Kochikaze is no longer just Kochikaze, it is a part of the Imperium. Given the broad scale of the Imperium, we have had to evolve governmental specialists, just like any other type of specialist. Unfortunately, Kochikaze does not have much experience with this style of government. Think of it as the difference between a company with 300 employees based in Sendai and a multinational corporation with thousands of employees and branches all over the world. Because there are so many more people involved, each level of management is necessarily obliged to maintain more information and be more specialized so that the higher-ups can quickly get their hands on accurate information, while making sure the lower levels can do their jobs. It's a delicate balance, and one we're still working to perfect, but we think we've got a pretty good way of going about governance. Diplo: 53

Testing Local Officials:
Practical testing is all well and good, but we are instituting a massive overhaul of the governmental structure. Everyone must be familiar with the new standards before they can be tested on how well they uphold those standards. Thus, I feel the proper way to proceed is with a test of hypothetical, yet common, scenarios.

Active Service Military:
Gadar's idea is good. Given our treaty obligations, what if we were to replace the slaves with Imperial technology that powers the equipment? I don't know whether such technology can be easily created or adapted, but it's something to look into.

Slaves:
I like Balint Erico's idea, though exemption for five years is too long. My preference would be at most two years from entering the workforce, which should happen in the next year and a half. As to Gadar's input, isn't that why we have boot camp, to turn those with little or no military experience into warriors? Besides, these people will be angry and willing to fight. We can use that anger, and, frankly, we need troops pretty badly. While Gabriel has a good point about possible tensions, I feel that given their general lack of education

Agricultural Upgrades:
My feeling is a six-month window with 50% subsidies, letting the farmers choose their own equipment.

Govn't Reorganization:
Kasai seems to understand a lot better after Sigmund's explanations. However, he notes that unfortunately, Kochikaze is hardly the best place to find those finance and administrative personnel you're looking for. That of course means they're going to have to spend a good amount of time trying to hire those that they need. He's not sure if he should be trying to hire non-residents of Kochikaze for this yet (Imperium law requires moderate/high level administrators to be, but not assistants/specialists).
[ Oh man Drew, you really did sound like a politician in that, a lot of abstract information and promises but not much detail xD ]


Testing Officials
The others agree that a test of hypothetical but common scenarios would be fair enough.
Balint does note that by keeping it more abstract it will be more problematic for the examiners and thus take longer to finish all the testing.


Active Service Military:
Kasai admits that he's hardly a magitech engineer or a military tech specialist to be answering these questions, but there are quite a few Incarnum equipment he can think of that's not duplicable with normal power systems. Because by and most, incarnum power is a lot more expensive than equivalent power generation from fuel sources or nuclear reactors, however there are certain things only incarnum energy can do. After all, it's a magical energy, and not just electricity.


Slaves:
[ Seems we have some disagreements over the tax exemption, I've stated my opinions so I'll leave you guys to fight it out (and Dave gets the final decision) ]
Gadar notes that while boot camp can give a quick training on the knowhows of using military equipment and understanding the command structure, a few simply weeks of training is not going to give the troops the discipline to require. Yes, they can take orders and fire guns as if they're troops, but they won't have the mentality professional soldiers require - to remain calm and do their job while under fire, to take the baton voluntarily when their commander falls, to keep fighting even when their unit structure is disintegrating around them. Imperial troops can maintain their line even when suffering horrendous casualties due to the discipline put together by their lengthy training. How can they rely upon barely trained soldiers to do same?

They could still be very useful doing garrison duty and police work in captured cities, or other roles that don't involve full combat.

Gadar finds Ivan's latest proposal to be quite a good idea. The only thing he notes that one might need to be ware of is that the troopers must be tempted by greed and sell Imperial equipment onto the black market, although that's probably going to be inevitable as long as we're here.

Reorg:
As Imperial law requires mid-level and above administrators to be from the territory they administer, such officials will receive a small income tax break for the coming year if they are hired in the next three months (if Kochikaze isn't a fantastic place for finding such people, we'd better get the best we can). The pace and specific details will be left to Kochikaze to work out for itself, but I want a plan on my desk in a month that sets a pace for the reorganization to be completed as fast as possible.

Testing:
The tests will comprise hypothetical yet common scenarios. Examiners will be selected initially from the Cross Knights and then from those who have passed the exams with particularly high marks, to widen the pool of examiners. Testing is to begin within two weeks, working outward from <Kochikaze capital city (Sendai? Senrei?)> and working from the top down. Managers will not be allowed to examine their reports, for obvious reasons.

Active Military:
All active service military who wish to enlist will be accepted, those who do not will be disarmed to the extent required by Imperium law and left to go. Given the recent rebellion, a loyalty oath will be administered under Zone of Truth before any enlistments will be accepted. This process will complete in six weeks. Any incarnum equipment will be replaced with electromagnetic or magitech equivalents as soon as possible, and research into equivalents of those incarnum items for which no functional equivalent is available will begin immediately.

Agricultural Upgrades:
A 50% subsidy will be offered to Kochikaze farmers looking to upgrade their farming equipment to Imperium equivalents for the next six months. Any slaves used in said equipment must be freed, of course.

Freed Slaves:
All slaves will be freed within the next year. Owners will receive equivalent Imperial equipment. Freed slaves will be offered Imperial citizenship and exemption from personal income taxes for two years after entering the workforce, provided that such entrance occurs within the next two years. Refugee camps will be constructed for to offer temporary (for a period of no more than one year) housing to former slaves. Those in the camps will be given mandatory accelerated public education to bring them up to GED-equivalent level. Those who desire to do so may enter the military as enlisted soldiers after the education period is complete, with the details of this to be worked out by the military folks.

A couple issues I have:

My current plan is to integrate the current standing forces of Kochikaze with the new recruits, using standard Imperial military gear and more or less the same organization as a standard field brigade (modified to fit the numbers, obviously). This will give the new recruits the benefit of the 'veterans' experience and allow them to learn faster, but more importantly it will prevent any sort of massed revolt by the old military, since they will be surrounded by and integrated with much larger numbers of very loyal incarnum-blooded.

Speaking of incarnum-blooded, one year is much to slow for freedom. We need to free just about every almost immediately, since the freeing of the slaves is a vital point to our diplomatic efforts and promises to have them free in a year or so will pull no weight whatsoever. Given our desperate need to form an alliance with current states or at least disrupt the coalition forming against us, any possible bargaining chip is needed right away. Having the bulk of the slaves freed within a week would be a better goal. Some confusion or economic loss here is acceptable, given that we face annihilation if we don't get some alliances established very soon.

Also, any programs, camps, or education for the slaves should be strictly voluntary, and given our crushing lack of manpower I would like to allow the slaves to enlist directly and skip the whole education thing until after their tour of duty.
