Corruption:
All Bluff checks made against the dottari, the Chelish Citizens’ Group, or members of the church of Asmodeus and all Stealth checks made outdoors within the city walls gain no bonus.

Crime:
All Sense Motive checks to avoid being bluffed and Sleight of Hand checks made to pick pockets take a –2 penalty.

Economy:
All Craft, Perform, and Profession checks to generate income take a –1 penalty.

Law:
All Intimidate checks made to force someone to act friendly, Diplomacy checks against government officials, and Diplomacy checks to call the city guard gain a +4 bonus.

Lore:
All Diplomacy checks made to gather information and Knowledge checks made using city resources to do research while using a library gain no bonus.

Society:
All Disguise checks and all Diplomacy checks made to alter the attitude of a non-government official take a –2 penalty.

The Mandate of Hell
Cheliax’s official, state-run, newspaper service that has had branches in every other major city for the last twenty years, the “Mandate” has finally opened its doors in Kintargo. Not many Kintargans have grown on the paper, and the bulk of each run typically ends up being discarded. But for the loyal Chelaxians who do read it, the Mandate of Hell does a more than satisfactory job of reinforcing the Crown’s view of the world. Popular sections include “Times of Triumph,” “Letters From the Front Lines,” and “Memories of the Valorous.”

The Kintargan
Once the definitive source for everything from celebrity gossip to scathing critiques of “certain governments,” the Kintargan has become a shadow of itself former self. Following the Night of Ashes, most of the senior staff was jailed or put under house arrest while the Order of the Godclaw and the Asmodean Redactors conduct an extensive audit for “seditious content”. The Kintargan still continues its biweekly run, but the candor and wit that once made it so popular has all but disappeared.

Merchant’s Quarterly
Though more a resource for merchants and traders operating throughout the Inner Sea, many eagerly await the infamous “Ortan Opines” section of the magazine. Ortan, a dwarven trader, made quite a name for himself as a traveler and trader over the last few decades, and uses his column to “opine” on the state of trade, and how “short-sighted bureaucrats” and “culture-hawks” are the death of revenue and expansion. Over the last few years, his rants have increasingly spurned Chelaxian trading policies. Eventually, the government filed an official protest when Ortan referred to the queen as a “devil-chuffing-hate-monger”. Asmodean Redactors have been trying for years to keep the magazine out of Cheliaxian hands, but to little success.

Legendary Black Marketeer Ari Valendas (Old NE Male Halfling Rogue 4/Expert 4)
With connections and stories spanning from Vyre to Westcrown, Ari Velendas has made name for himself by knowing what people want, and how to get exclusive access to it. By people, of course, it is meant those with money and influence. Anyone who spends enough time in the Lurching Lurker, Ari’s tavern, and the premiere drinking spot for those who frequent The Leaky Market, has heard many a tale of daring midnight runs, and a Hellknight spurned. As the unofficial mayor of Kintargo’s underground marketplace, Ari doesn’t mind overselling his exploits. Not that anyone has had the gall to challenge him on any of them.

Retired Chelish Pirate Zanria Swift (Middle Aged CG Female Aasimar Swashbuckler 9)
Zanria was a notable, perhaps even famous, Chelish captain in the decades before Aroden’s Fall. When her home country turned to diabolism, she turned her sword against the rising House Thrune. At the climax of her pirate career, her vessel, Aroden’s Dawn, was the Silver City’s “flagship”, and fought off or sank over a dozen enemy vessels during the Chelish Civil War. According to official Chelish records, she died along with her crew during the decisive final battle for Kintargo. Interestingly, a woman matching her description seems to frequent the Leaky Market, offering to smuggle people and goods alike to and from the Devilish Empire.

“Corrupt” Thune Inquisitor Kelrak Ros (NE Male Human Inquisitor 6)
The Leaky Market has existed since Kintargo allowed some of it’s earliest neighborhoods to sink back into the marshes. Either the Cheliaxian government isn’t trying very hard, or the people in charge of finding and shutting down such places have been bribed or otherwise distracted. Sergeant Kelrak is but one man, in a long line, who have been sent by the capital to “stamp out the seditious underground elements of the Silver City.” A man who, like his forebears, has done decidedly the opposite.
