Reasoning: The rules as present made no sense.

1. Henceforth, characters may make an intelligence check in place of a Knowledge skill for which they have no skill ranks. For every 5 character levels, you receive a +1 insight bonus on this check. In addition, all characters are considered to have 1 rank in Knowledge: Local (and are thus rolled with at least a +4 bonus) for the purpose of rolls pertaining to their home region (determined at the time of character creation).
Reasoning: Even without specialized education, people tend to acquire a broad base of general knowledge over the span of their lifetimes.
