Captain Aylin: "That's just terrific. The head and branch leaders of their police departments, fire departments, traffic control, even the leader of that youth volunteering group? The whole city might as well be a target here. Also, we need to know the difference between just 'knowing about it' and actually providing assistance in one form or another. At this point, I wouldn't expect many from Kochikaze to report just for 'knowing about it'. Not unless you start a purge from this list."

Kawashima failed to answer on 'people from other clans' question, and Furoko simply answers "don't know any".

Persons Present:
Gabriel
Roderich
and a few "trusty" KVs to guard the door
(The commander of our newly arrived Shadowguard Company is welcome to join as well, incase she thinks of anything off the top of her head)

DCs (Will): Gabriel 31; Roderich 30
(Both have had their spell DCs boosted by a 7th level slot via casting arrays, and, naturally, both are under the effect of a Tongues spell)

Targets:
Lieutenant-Colonel Kariya Kawashima
The unnamed Commander of the forces in Senrei

Questions:
Who else within the Kochikaze Administration new of the planned rebellion?
Where their any persons from other clans who took part in the planning process?
-If so, what are their names?
-If so, where can we find them?

(Technically, Gabriel can ask up to 8 questions, and Roderich up to 7, but in the interest of expediency:
Gabriel: Diplomacy (Gather Information) 67
Roderich: Diplomacy (Gather Information) 50; Profession (Criminology) 35)

The enemy commander seems to pay no heed to Sigmund despite a desperate situation. The KVs at the center and the CKs to the right continued to hammer at the Kochikaze units. Light infantry from the right were starting to break off by individual numbers and running away...

On the ship...
Gabriel couldn't tell through the enemy's faceplates, but their seconds' pause in motion (especially the close one) revealed they were shocked speechless by the strange act...
Then the two railguns fired, while the one who threw the magazine charged up his katar and took out another, much smaller package, from his back. The one previously in melee still appear dumbfounded.

Despite the immense impact of the magazine, Gabriel was still standing. Barely. Noticing the need to buy some time, Gabriel suddenly stood up straight, chest out, and in a swift, but all-too flamboyant manner, removed one his soft-hand gloves, thereby revealing his somewhat silvery, scaled skin. After doing so, he quickly placed his hand over his heart, and addressed the remaining soldiers in their tongue (while using Touch of Vitality to regain his hit-points).

In Senrei...
Rodrich could almost notice the mage's ripcage shattering as his halberd smashed into it at high power. The mage in question flew back straight into a tree trunk, then rolled down, his body unmoving and his back bent at a strange angle. A few of the light infantry whom were around him looked at Rodrich in shock for a few seconds... and then bolted towards the rear...
In the meantime, the center of the insurgent's defensive formation was starting to fall apart under the KVs' attack...

Sigmund's lightning bolt fried (at least the suit) one of the last powered infantry who didn't manage to retreat to the center or the rear... (all enemies now 100+ft away)
The enemy officer signaled for his forces to hold, and shouted out "AGAIN! SECOND VOLLEY!"
Before the infantry could give a second volley, the CKs charged into their formation. A few unfortunate light infantry were killed or maimed with a single slash - they were clearly outclassed badly in a melee engagement. However, they also badly outnumber the handful of CKs remaining.

On the ships...
Gabriel's breath of silver fire smashed straight into the ranks of the gunners that were backing away. Five of them failed miserably to shield or dodge it... three of them soon started screaming as the fire burnt through more vulnerable parts (mostly the faceplate) and start flailing about. Two others seem to have been injured, but they fell back another 50ft and fired again at Gabriel. The last one, who managed to shield his suit's more vulnerable parts, took out a magazine of sorts from his back and hurled it towards Gabriel and the KV... which promptly exploded in a most violent manner...
[ 2 railgun hits: 122 damage to EMS ]
[ exploding magazine: 522 non-lethal bludgeoning damage ][DR applies tenfold][Reflex DC 25 halves][Not blocked by EMS]
You heard a clunk from behind you as the other KV fell to the ground, apparently knocked unconscious by the blast.

Gabriel's halberd smashed straight into the powered suit's chest armor, sending several metal fragments flying while hurling the soldier straight back, who knocked over two of the rail-gunners before slamming into the wall with brutal force, leaving a deep print of where it hit.
The other KV then brought his halberd down and smashed aside another one of the powered armor troops.
The powered infantry units were stepping back away from Gabriel, particularly the one still in melee, who seemed far more interested in defending himself than attempting to strike again. The five, six now, in the back took a few steps backwards and then fired another volley of slugs...

In Senrei...
Four more tri-barrel guns blew apart as their ammunition exploded from fire attack spells. Most of the gun crews weren't injured much as they weren't handling the ammo, except for a few gunners who took direct hits from Flame Strike spells.
At this point, only five tri-barrels in the center were still operational, although Rodrich's forward surge caused the gunners to reconcentrate their fire upon him once again. A mage amongst the reinforcements then fired a dispel at Rodrich...
Damage (post EMS): 109 (Reflex DC30 halves, DR applies tenfold)[No Evasion]
Dispel Checks: 26, 33, 23, 30, 35, 34, 35, 22, 18, 24, 23
[ I believed that killed your: Superior Resistance, Energy Immunity (Pure), Energy Immunity (Electricity), Empowered Greater Mage Armor, Empowered Protection From Ranged, Ironguard ]
[ Rodrich's current EMS is 0/2000 on first powercell and 2000/2000 on second ]

Sigmund disables another two troopers with his lightning spell, whilst the CKs pretty much finishes off the remnants of the right flank. But further to the center and the rear were enemy units that were either reorganized or still fresh. Particularly the light infantry from the rear, which began firing into the CKs. Most of the damage were absorbed by EMS, although a few knights took some light to moderate injuries.
A mage besides the commander then cast a spell, and Sigmund's entire position was suddenly covered in a dense fog that's near impossible to move about in...

On the Ships...
Eight powered-troopers came out of the cooridor within seconds, the first five leveled their railguns and shot at Gabriel...
[ 5Hits: 258 dmg to EMS ]
...while the last three charged at him with their electro-katars...
[ 1Hit/2Miss: 31 dmg + 10 electricity ]
...the last one, plus the lighter infantry following, were still around the corner.
The KV follows up to 10ft behind you.

One of the KVs responses in somewhat agitated manner: "Strafe? with what?"
A magic circle lit up the ground around one of the reinforcement officers, and several attack spells hurled by the KVs towards the enemy center vanished one after another as it neared the defense line. [Know(arcana) 29: Dispelling Screen/Wall of sorts]

On the right flank, Sigmund's lightning bolt sent a surge of electricity across three powered-infantry, their powered armor soon started smoking (and moving somewhat erratically) from the high voltage shock. The CKs had already destroyed the rightmost squad and were taking the advantage, although enemy reinforcement from the center and the rear were heading their way, including one who seems to be their leader [350ft away, guarded by 9 light infantry and 4 powered infantry].
Sigmund - Weave buffs received: Protection from Ranged (CL12), Delay Death (CL12)

The other KVs taking cover from the guns, catching onto Rodrich's example by now, were soon hurling fire spells of their own towards the defensive line. Secondary explosions soon rocked the entire battlefront. Yet in the meantime, a fresh platoon of light infantry in scattered-out formation arrived from the rear as reinforcements, being lead by what seems to be a few officers, one of them shouting constantly (can't hear anything exact over battle noise).
Volley fire on Rodrich:
Damage (post EMS): 277 (Reflex DC30 halves, DR applies tenfold)[No evasion]

On the right flank, Sigmund's CKs surface from under the ground and attacked the remaining troops there, who had lost some cohesion due to Rodrich's early spellfire but was by no means disorganized. Sigmund's attack seems to have taken the powered-trooper by surprise and cut into his armor, although not by much - and probably didn't cause anything worse than a light to moderate wound. The CKs managed to down only a few enemies before they started reacting, as the powered-infantry activated electric charged katars on their left arms and attacked the knights.
( attack vs. Sigmund : miss, miss )

Group 2 reports that they're in the central park (other side from Group 1) and we encountered only light uncoordinated resistance. The Lieutenant requests if he should have his grenadiers assault the fortifications or swing around and assist you (will still take a while since they can't go airborne over the fortifications directly, lest they be hammered down by the guns).

Group 3 is still fighting down south...

On the Ship...
Gabriel and the other KV heads down the corridor and comes upon an intersection between two major corridors. Down one end, a pair of closed heavy blast doors could be seen, while down the other end, the armored footsteps of power-infantry running towards this direction from another, unseen hallway could be heard. Guessing by the sounds, they're at least 90ft away, and numbering at least a half-dozen. (Perception check for a possible better guess on the numbers).

The enemy retaliated as multiple guns opened fire at once upon Rodrich's position. The concentrated fire destroyed any obstacles granting cover and quickly tore through his EMS. The impact of the tri-barrel shells could not be felt thanks to Ironguard, but those same shells exploded on collision rather than bounced back...

On the ship...
[ You think he's thinking in the right direction... although you have little clue yourself, frankly ]
Comm channel is calming down as the units finish reoriented themselves. It seems now heavy fighting has broken out across all three cruisers, and the Imperials were already starting to take the advantage, at least in where they are. One of the mage lieutenants note that the cruisers seem to be nowhere as manned as they should be - probably just operating on little more than skeleton crews.

In Senrei:
The three tri-barrels on the right flank quickly finished reloading, and their gunners opened fire on full power. To Gabriel's right, one of the knights whom were standing in the front and deflecting shells via his Ironguard toppled backwards and fell as countless small explosions hammered and eventually shattered his armor. By the time his body fell to the ground, two of his limbs had already been torn off, his chestplate was destroyed, and his innards were flowing out of the mass gaps on his torso.
A yell then resounded from the commander on the right flank [Chromian]: "SWITCH TO EXPLOSIVE AMMO!!!" [If you character can't understand this, no-one repeated it over the comm. yet]

In the meantime, Sigmund leads his squad of CKs whom were taking cover behind the wall straight into the ground below...
[ They're 210ft away from you... ]

Group 2 reports that they are just about to reach the central park from the other side...
Group 3 was still stuck in the south, making slow and painful progress, and they were starting to incur serious casualties...

On the Sky Cruisers:
Only one of the three Powered Infantry troopers even made an attempt to dodge, and was nowhere fast enough. The breath of silvery fire hit them directly, melting the barrels of their railguns and penetrating weaker components of the powered armor. Two of them lost control as the pain of intense burns overcame them - one clutched what remained of his faceplate and began running around erratically while screaming, the other fell to one knew, holding a stump which was once his left hand. The third one charged-up an electro-katar on his left gaunlet and charged toward Gabriel, only to get smashed back the heavy pollarm of the other KV, a single hit which shattered his chestplate and sent his body hurling back - straight into the wall 20ft away where a sizable indentation was made.

After giving his orders Gabriel quickly surged forward (to within 30ft of the powered-infantry), as he did, small lines of light began to wrap around him. By the time he was in range, his eyes were glowing holy white, and he almost had the faint outline of a draconic creature. Then, all at once, the energy was pulled into him, and he proceeded to exhale a blast of sacred fire at the three troopers.

City of Senrei, Group 1:
Most of the Knights quickly ducked behind the stone wall separating the park from rest of the city. It won't hold against the fire, but it was at least something to conceal their locations.
Sigmund's dispel smashes right through the ward, revealing around fifty enemy powered-infantry spread out amongst the trees. Some of them operated the dozen tripod-mounted tri-barrel railguns (one of which just finished setting up seconds ago), while others were firing shoulder-mounted personal railguns of their own.
Continuous fire from the enemy guns continued to lash out at the forward Knights (including Gabriel), and another KV was shredded by the crossfire before he could reach the nearest cover. Someone nearby seems to have managed to drop a Delay Death spell.
The enemy seems slightly confused at the knights remaining at the front whom were repelling the railgun slugs as if they were paper. Three gun crews on the right flank then began reloading their ammunition...

SW of Capital City:
Two squads of Knights teleported onto the open 'airfield', or at least, most of two squads. Two groups (4 KVs and 3 CKs total) vanished off somewhere, probably to a wrong target. Thankfully, Gabriel's group did get to the right location. The Mage units took a second teleport to the center of the base - mostly since the distance was too great for any lesser teleportation spell.
The three Sky Cruisers were already starting to lift off into the air. However, due to the distance they're spread out, a Dimension Door will only be able to reach the center one...
The enemy may have been surprised as they did not respond immediately, but they weren't unprepared either. The nearest tri-barrel turrets on those Sky Cruisers were already swiveling around to target the intruders. Eight Skirmish Crawlers stationed around the perimeter were also turning about...
[ Next round ]
The 17 Knights that were at the base, plus Gabriel, teleported into the NW Cruiser's command room, or tried to. Gabriel felt a sudden jerk and your legs flaring up in pain (take 8 damage) during the teleportation process, and came out in the middle of some main corridor, along with one another Knight of the teleportation group. Based on the comm, a lot of similar occurances also happened to the others, although some of them (not sure how many at this point) did indeed make it into the bridge proper.
In the hallway, the alarms were on and a message calling for battle stations was cycling repeatedly. Three Chromian powered-infantry troopers had also just turned around the corner (60ft away), and all three promptedly leveled their railguns to open fire. One shot missed, and the other two were absorbed by the EMS of the other Knight besides Gabriel.
Something similar was happening with the mages boarding the other ships, and chaos quickly filled the comm. channel as units were broken up, shunted apart by the teleportation spells.

The Mage-Platoon Commander reports all units have successfully teleported to the vicinity of the military base and are now merging back together. The only mishap happened when one group of 4 teleported near some other military base and took about a minute before they noticed and teleported again. Of course, they had to leave all their vehicles behind, as well as their pilots and gunners to guard them. As of yet there is no sign that those within the base have detected them. Although, the Lieutenant does note that there are signs of recent fighting here and there - whoever took the Cruisers seems to have blasted through the pickets that didn't join them.
[ Apparently we forgot last night - War Weavers can weave teleports, and a support-mage sgt. helped to take half the platoon right there ]

The knights at the capital soon reports that they've assembled atop the State building and are ready to head out.

Sigmund had a bit of a problem reorienting himself to the city's roadways before he got back onto a route heading towards the city's center. The Knight squads soon reassembled themselves, and began heading towards central city once again. Being the most militant of the orders, the Knight-Vindicators took to the lead as per norm. The enemy had either not expected an approach from this angle or simply sent most of their units to reinforce the NW and S fronts, as resistance was sparse, disorganized, and unfocused. Light infantry who weren't directly in the way ended up mostly ignored, while heavy weapon positions that got in the way, typically set up on office windows, were often quickly smashed by the Knight-Vindicators' pollarms. The only serious defense came when two Siege Crawlers turned around the corners at once and opened up with their heavy flamers, until seconds later when Rodrich firing two disintegrates that turned them into explosive fuel tanks.
That lasted until when group 1 almost reached the central city fortifications. After crossing a stone wall that enclosed a central park area, the group quickly found itself under fire by - estimated of a dozen tripod-mounted tribarrel guns supported by lighter infantry firearms. Their exact placements couldn't be seen as a visible magic ward of sorts covered their position [spellcraft: Mage's Private Sanctum] about 500ft away.
The initial salvo of shells ripped through Rodrich's EMS (which is nearing depletion again, can still hold up fire for 1 more round), but the solid slugs simply bounced off of him. The exact same occurance also happened to another leading Knight-Vindicators by his side.
One of them looked a little surprised, and then sent over the comm channel: "Those guns aren't going to stay non-magical for long." [Know(arcana): obviously, he has Lesser Ironguard on]
A third Knight-Vindicator wasn't so lucky - the concentrated fire that poured through shot him to pieces.

Group 2 was nearing the other side of this park...

Group 3 was finally making headway and pushing the enemy defenses aside slowly after the fire support from the last REDEIN strike.

A second volley came, then a third which finally managed to get enough hits through as the leading Assault Shuttle exploded, although all six knights managed to survive it (likely with some injuries) thanks to their armor properties, and were now drifting down towards the ground below.
Pilot: "They're getting too accurate, taking us down to the surface."
A second Assault Shuttle soon exploded with similar results, just as your own shuttle's rear and underside deployment hatch began opening...

Group 2 reports that the enemy is in full retreat. The Captain is re-consolidating his forces before continuing toward the center city.

Group 3 reports that they're fully engaged with the enemy at the south, and the fighting is on about equal terms right now with neither side gaining any advantage. His grenadiers are starting to take heavy casualties trying to bypass a series of enemy defensive points held by Siege Crawlers and supported by infantry with heavy weapons. The Captain believes that this is probably the enemy's main/core force, and requests additional REDEIN fire support from three vectors to target enemy vehicles located by his grenadiers.

This time... a message was posted over the command network:
Liliane: "This is the Berezina. Heavy activity has been discovered in the Kochikaze military compound southwest [by ~27mi] of the capital. The three Kochikaze Sky Cruisers that are grounded there are being powered up. I repeat, Kochikaze Sky Cruisers at military compound southwest of capital powering up."

Group 1 swings around the northern section of the city and dives in from the East-Northeast. The knights gave a strong and enthusiastic response to Sigmund's rally. Their assault shuttles also encountered minimum ground-fire resistance until the railguns in the center of the city turned and began firing at them...

Group 2 reports that they're driving back the enemy units in the NW slowly but gaining steady pace. The REDEIN strike soon went in, which demolished several fire-points that anchored down the southern flank of the defense and almost half the gun/missile crawlers. The enemy was briefly stunned during the attack, and taking advantage of the confusion one of the grenadier platoons dove into the enemy's crawler units, destroying most of their combat vehicles. The company captain soon reports that the enemy in the NW has began retreating, and in a very disorderly fashion leading him to believe that their command structure had been shattered.

The Captain of group 3 narrowed his targets down some more after the two warnings, although he still defined destruction of the transformer station as 'necessary'. The REDEINs swiftly eliminated the station, but their confirmed few kills against the enemy since the southern units were better entrenched in the streets and covered by more EW support. Despite the fire support, the grenadiers of group 3 were meeting stiff resistance and weren't making much headway.

The detachment to the Capital reports nothing new.

The first flight of 60 REDEINs launched from base CK-1, and Colonel Pahlen has instructed the wing commanders to confer directly with the Grenadier Captains unless Lord Rothwyn has specific instructions.
Group 2 identified several targets which requires the REDEINs to swing in from the southwest direction and fire down one of the main avenues.
Group 3 was having more problems in targeting the enemy - the southern front seemed a lot better prepared and local interference was strong. He was advocating the REDEIN units to "incinerate the whole block", particularly targeting a local transformer station that may be the source of some of the sensor problems.

Group 3 managed to pull back a bit during the period the enemy was powering up their weapons so they at least weren't caught in a cross-fire between three angles. The fire-fight then began between them and somewhere around three to four dozen enemy anti-air vehicles. Despite the enemy's numerical superiority and fortified position, their performance was rather poor, but it was still costing the grenadier company their vanguard units.
...then, a section of the city, at least three blocks' size where some of the enemy's gun/skirmish crawlers were camped, erupted into flames.

An inquiry over the event revealed that the Archeronian Captain of the 3rd Grenadier ordered his Hussars to dump their external payloads in a scatter into the enemy formation. Since they were having trouble tracking exact positions in the chaos, he chose something closer to carpet bombing...

After a few minutes, a comm. message came back from Colonel Pahlen of the 42nd:
"Lord Rothwyn, my brigade is now heading out west in order to meet with Colonel Karamazov's 77th to counter the Tsutsui fleet. I'm leaving my command ship back in base CK-1 for speed purposes. I can't offer you much, but they have my full REDEIN complement which may be able to provide some fire support for your forces, and I don't expect to require them for at least half to an hour."

Then, group 3 reports encountering heavy fire from an enemy battery of missile- and railgun-armed skirmish/gun crawlers, whom were settled within makeshift fortifications and hiding behind street buildings. Preliminary estimates numbered them to be around two dozen. The captain gave orders to descend into the city and take down the enemy defensive front at close range rather than stay in the open airspace.

Group 2 continued their advance, as they was receiving only light resistance, but also under fire (although rather inaccurate) from a permanent defensive battery from central city.

The other cities of Kochikaze did not report any notable disturbances, so far as the reports from the two dispatched forces go. Although, the Knights noted that something felt wrong about the mood over the capital city, as if people were afraid to come out and trying their best to avoid the Imperials.

Just 42 hours after the first shots were fired over the outer perimeter defenses of the city, the last units of organized resistance falls within the Bisha Capital City of Tenmen. A city known as the 'Bastion of the North', Tenmen has long been known as a most formidable fortress guarding the entrance to the Frostspark Peninsula. Its strategic position in controlling trade between the Frostspark Peninsula and the rest of the Yamato Continent has attracted numerous attackers over the ages. Yet its walls have never been breached militarily, even during the Unification Wars, until today.

The city was heavily guarded by two permanent defensive rings grounded by eight powerful fortresses, plus an additional three layers of temporary fortifications recently dug in the outer perimeter. These five layers of defenses, in addition to bastions erected within the city from its buildings and the Sky Fortress floating one mile above the city, was garrisoned by nearly 40,000 professional troops of the Bisha and Sanada, and again that number in militia and drafted reserve units. The alliance force also held an air fleet of 10 Sky Cruisers for aerial support. The defense was commanded by the joint efforts of Warlord Ryouta Sanada, General Yasuda [Sanada], General Iwase [Sanada], and Colonel Hiromoto [Bisha].

The attacking force consisted of the Jinnan 3rd Powered Armor Corps, a battle-hardened elite force consisting of less than 40,000 troops, supported by 9 Sky Cruisers, and commanded by the Jinnan's Legate of the Left - General Heita Fukuoka.

The battle initiated in the early morning hours of 5/27 when the Jinnan 5th Powered Armor Division began their attack on the Northern and Northwestern Fortresses of Tenmen, while Heita's remaining units sought to encircle the city and reach towards the SW. After penetrating the hastily erected outer perimeter defenses, the ground attack was soon bogged down by Tenmen's formidable inner ring fortifications. A ship battle between the two fleets proved inconclusive and forced both sides to withdraw in order to preserve their air power, and the other Jinnan units, after encircling the city, attacked from the West and South, but achieved equally minimalistic gains against Tenmen's defensive rings. The deadlock in the front lasted nearly a whole day, as the Bisha and Sanada repelled countless Jinnan assaults, inflicting heavily casualties and leaving their enemies exhausted.

But on the early twilight hours of 5/28, Jinnan reinforcements arrived in the form of the Blacklight Cadre commando unit led by Nanaka Tenhi. Under the cover of darkness while the Bisha and Sanada troops were still resting from ferocious fighting of the day prior, the Jinnan commandos stormed the Tenmen Fortresses in separate detachments, which was swiftly followed by shocktrooper assaults from Heita's troops at first light. Four fortresses and their supporting bastions of the western flank were thrown into confusion by the commando raid and fell against the assault. The Jinnan forces then kept a slow but steady momentum and pushed into the city, shattering resistance forces and crushing defensive positions one by one. Even the Sky Fortress and the Bisha-Sanada Fleet eventually fell against the Jinnan attackers who secured ground-superiority and raised their anti-air weapons to catch the defenders in the cross-fire.

Warlord Ryouta Sanada is reported to have perished with the Sky Fortress. General Iwase was killed by Nanaka Tenhi in the Western Fortress. Colonel Hiromoto is said to have been killed by Heita Fukuoka in the city, but the pieces left remaining makes a quick identification impossible. General Yasuda escaped with an estimated twelve hundred troops from the encirclement before Heita's primary force could refocus their attention to finish off the eastern defenders.

The eleven year old Princess Yume, the only remaining member of the Bisha ruling family, is reported to have entered the battle with her personal guard in order to rally the defenders when Heita's vanguard breached the perimeter of the old city walls. The Jinnan confirms this report but refused to comment on what happened to the young girl, who most likely fell as a casualty of the battle, based on reports from soldiers in the vicinity.

The fall of Tenmen marks not only the end of the Bisha clan but also the destruction of Sanada's military strength. The Sanada lost not only their leader, but also all of their capital ships, the bulk of their army, and most of their officer corps in the fighting.

While a decisive victory for the Jinnan, the heavy casualties taken by Heita's 3rd Corps will likely keep it out of battle in the foreseeable future, while the Lord of Jinnan will also be occupied digesting his wins. However, it is unlikely that the Sanada could recover enough strength to mount any useful resistance before then, and they will either be forced to surrender and fall quickly to the Jinnan as their next conquest.

This a message from the Imperium. We are formally requesting that representatives of both of our forces be allowed meet and speak, and hopefully deal with this matter as quickly as possible. We are willing to allow you to name the location, provided that the location is "neutral" enough.

I can appreciate straightforwardness. We are, in fact here to conquer Chroma, but not in the sense you think, and certainly not the way in which Mohara is undoubtedly planning. Were we not in the mess we are currently in, I'd freely invite you send some delegates (under whatever guard, large or small) to inspect our progress. There will be some civil discontent, and there will always be dissenters, but in the long run, the only things that will change in Kochikaze are: they will be given access to our supplies, resources, and technology, and we will have completely purged any and all corruption from their administrative, civilian, and military services. We will not be replacing provincial rulers with subservient puppets, and we will not be hyper-militarizing their culture. In fact, one of the agreements we reached during the negotiations was that we let Kochikaze be Kochikaze. (If you are interested in seeing a copy of the actual accords, I could certainly procure one for you).

So, yes, we're planning on expanding, but what we do not seek is destroy anyone's autonomy or national identity. Any and all territories under our control will be controlled in much the same way they were previously: by the people who live there. Essentially, we are here to unite Chroma through as much diplomacy as possible, and with as least military action as necessary. We are willing to work our hardest to see that non-harmful rites and traditions are observed, but we are utterly intolerant of corruption, greed, and over-indulgence.

If anything, we should, at the very least, be able to agree that that Mohara and Tsutsui are a much more present threat to each of us than we are to each other. To be honest, we'd much rather that Sendai be Sendai in whatever capacity it is to us, then watch Sendai potentially succumb to Moharan subterfuge; there's been quite enough of that.

So, here's my proposal: For the time being, let's be allies: pure and simple, no catches, clauses, or tricks, and let's take down a common foe once and for all. In the weeks that follow, I can arrange for you to come and inspect Kochikaze and all that we are doing here (with certain exceptions to military projects, as I'm sure you can understand), as well as speak with as many Kochikaze administrators as time permits. From there, we shall see.

MILITARY UPDATE:
Some time after the information regarding the Asakura-Mohara-Tsutsui military movement was detected, Legion High Command tells you that with the completion and full safety check of the Teleportation Circle set up, they are ready to begin moving in the 42nd Field Brigade if Colonel Karamazov wishes to call them. Marshal Hallerak does warn that it will take about 6 to 8 hours, during when the Imperial vehicles will completely tie up the Teleportation Circle. They also need an hour or so to make final preparations. However, with proper security within the newly established base, the arrival of this new force should remain completely unknown to the enemy...
The Command Landship will be carried over by another Battle-Barge, which will arrive in Chroma before the end of the transit period. Colonel Pahlen of the 42nd Brigade will act as military second-in-command to Colonel Karamazov, as their delayed arrival puts them on more of a passive role.

[Info will be up once I can get time to write it. Same structure as the 77th.]

Later during the day, the Imperials threatened bombardment on planetary population centers and forced the Kochikaze to surrender. It was immediately followed by Imperial planetary invasion troops dropping onto the planet's surface.
Delral Dorun, the head of the Delral clan, issues a call across Chroma for everyone, all the clans, to temporarily cease all fighting between one another and band together in order to drive out these extraterrestrial invaders. Chroma may have its own problems, but the planet belongs to Chromians, and not some foreign power from space whose ambition is without control. That Chroma is its own world with its own beliefs and free will, not the subservient colony of another state.
After the declaration and public call for united resistance, the Delral and Faerskor clan officially declares a state of open war against the new Imperial invaders. Over the next few hours, this was followed by declarations of war from the clans of Asakura, Ginjou, Murakami, and Tsutsui.

In the same night, the major broadcasting stations within the cities of Kochikaze were bombed by unknown perpetrators. Information was quickly spread to the public over the net blaming the occupying Imperials for attempting to shut the mouths of local broadcasters who may reveal the truth about the evil goals behind the occupation.
[ Tactical believes this is the performance of Moharan infiltrator teams already stationed within Kochikaze territory ]

Later during 9/28 at 1400, Mohara Shyouen declares open hostilities against the Imperials occupying Kochikaze, demanding that the Imperials leave Chromian soil or face total annihilation. At the same time, Mohara requests a temporary and immediate cease fire between them and the Kusanagi in order to turn resources towards the new and far greater threat. On 1545 the Kusanagi replies a tentative acceptance, but on the condition that Mohara withdraw their forces from the three currently contested cities between the two sides. On 1615 Mohara Shyouen accepts the terms.

MILITARY UPDATE:
Long range sensors in combination with orbital surveillance has noticed a particular movement pattern between the militaries of Asakura, Mohara, and Tsutsui. The Tsutsui sky cruisers have gathered over the skies of their major military base, where 6 Tsuitsui Assault Transports have landed and presumably began loading troops. This base is 916 miles from base 77, and surrounded by three fortified satellite bases each 6 miles away, and is probably the Tsutsui's primary military base or at least one of their most important ones. There are currently 13 'Shikinami' Sky Cruisers operating over and within a 3mile range of the base, while the 6 remaining 'Shikinami' Sky Cruisers are returning in two groups from their original assigned location near the northern and western border of Tsutsui territory.
At the same time, three forces from Mohara are also converging towards the Tsutsui base, composed of 10 Sky Cruisers and 3 Assault Transports in one force, while the other two are each composed of 3 Sky Cruisers. At their current speed, they're estimated to arrive sometime in the morning of 9/29 around 0500.
A group of 3 Sky Cruisers from the Asakura also began advancing towards their southeastern fortifications, while the other 6 are gathering towards their primary military base near their capital in the center of the territory.

There is little doubt these sides are quickly assembling their battle ready forces in preparation to attack the Imperials. Meanwhile, the Genjou and Murakami, despite declaring war, seems to have only gone into a higher state of alert and began calling in any troops that are away, but no major maneuver of military forces. It seems like they're holding back from proper mobilization.

Once the enemy merge together, they will achieve a total force concentration of 35 Sky Cruisers and 10+ Assault Transports loaded with either troops or combat/support-optimized Corvettes, with screening elements of at least 300 airskimmers and 300 assault corvettes.

High command informs you that the DAE plans to set up base on Chroma, but will not be doing so until a secure planetary foundation has been acquired. Until a 'certain degree' of military security can be guaranteed, all incarnum research requests, samples, and prototypes will be forwarded to the arcane laboratory in Penthiae Norinth.

Kasai and his experts does inform you that if it weren't for the use of incarnum-batteries or direct essentia investiture of incarnum users, incarnum-powered equipment offers neither any new uses/benefit nor an efficiency improvement from conventional magitech equipment. Matter of fact its cost-to-power ratio is worse for permanently imbuing essentia into items and then using it to power the equipment. The only boon to get out of it is flexibility - essentia power can be congregated towards where's its needed most. However as the Imperials will note, that's still doable with a spellpower(charge) supplied magitech equipment rather permanently imbued items.

Ivan also begins discussing an idea he had with Gabriel, Sigmund, Kasai, and various other high-ranking Imperial and Chromian individuals.

Incarnum Integration Research Division

Objectives:
Incorporate non-slave-reliant incarnum technology with Imperial technology for greater performance
Develop magical, technical, and magitech counters for powerful incarnum-slavery technology

Members:
Chromian:
Scientists
Mages
Incarnum Experts

Imperial:
Scientists
Mages
Artificers/Magitech experts

Leader:
The only person who comes to mind currently in our expedition is Viviane, and she seems like a sub-optimal choice, although we'll talk to her about it. Ideally a research expert from DAE would head up the project.

Location:
Kochikaze, Penthiae, or Astraea?
Considerations: Ease of offworld travel, security, environmental effects on magic performance.
If set up off-world it would be safe from Moharan and other infiltrators, and so if transportation allows I'd prefer it to be on either Penthiae or Astraea.

Specific Objectives:
Develop Anti-incarnum magitech
-reduce effectiveness of Incarnum bubble shields, or find a way to bypass them entirely
Integrate incarnum with Imperial magitech and normal technology to enhance performance
Develop high-level anti-incarnum spells

[ next up: Judson and Dave, for Judson I need some ideas on where he's setting up base, and for Dave... well you're dealing with administrative stuff, so it's somewhat open ended. How you free the slaves and start reforming the local government structure is going to be the important points, cause do it wrong and you might have issues on your hands. 1. We have no problem with your requests here. The Imperium does not garrison most cities to begin with, unless they have highly intrinsic or defensive value. Also, we have no desire to institute a draft. We look forward to working with your law enforcement personnel.

2. We have no problems with this.

3. Optimizing your agriculture will be one of our top priorities. (Assume Gabriel talks actual figures with them; I wouldn't know how much to propose).

4. We have no problems with these terms.

It seems the Kochikaze representatives were somewhat surprised, as this wasn't exactly what they were expecting or had been preparing for, and some of them certainly seems to be somewhat pleased by what the proposal they're hearing. Kasai Kochikaze himself even seemed somewhat interested to hearing the full terms being offered. Mentions of the Imperial Military certainly seemed to have some effect also, as the news from the battle (especially the nukes dropped on planetary defense bases) must be coming in to the various sectors. After the proposal is announced the three Kochikaze members withdrew to deliberate amongst themselves. After a while they returned with the following counter-proposal:

The Kochikaze will tentatively accept joining the Imperials, but only on the following terms:

1. The people of Kochikaze aren't particularly interested in conflicts, whether it be political or militaristic. There will be no drafting (including forced merging of Kochikaze combat/reserve units) of civilians for either military expansion or for military support project labor. Furthermore, they don't wish to get wrapped up in any battles the Imperials might provoke, so there will be no military/paramilitary garrisons larger than 100 within any city's limits, no erection of fortifications near city limits, and no military bases contructed within 5 miles of any of Kochikaze's ten cities. The people of Kochikaze will provide their own security police, of course they will follow appropriate laws and meet all Imperial standards for security units.

2. Kochikaze citizens and agricultural groups will be allowed to continue their business as usual without any Imperial interference. This includes their long-term trading with the Kingdom of Mercure, of course.
( Sense Motive 50: basically, don't get in the way of their businesses just because you'd rather cut off resource flow into another state to annoy/threaten them )

3. As the traditional work of the Kochikazes is agriculture, Kasai is somewhat worried if their people's agricultural technology will be able to match up to Imperial standards and earn them their living once they must match against Imperial goods, especially since Kochikaze people aren't particularly entrepreneuring either. Thus, Kasai wishes to request some funding from the Imperials on bringing Kochikaze's farming tech up to date, or if not then another proposal on how to allow the Kochikazes to keep up their trade.
( Note you haven't had the time to survey their bio-tech much yet, but it's not far behind the Imperials. Still if you guarantee some funding, they're obviously looking for some actual numbers. )

4. The Kochikaze will maintain their citizen-soldier system and armament stockpiles, including deactivating but not scrapping their warships, until the Imperials have majority control over Chroma. This way even should the Imperium Military withdraw from challenge due to circumstantial needs, their people can still rally to put up a fight if need be. Training and weapon storage will be kept in check by both the Imperial military and Kochikaze security in equal numbers.
( Sense Motive 40: Of course, this also allows them to keep a knife to stab you in the back should they be... displeased by what you do, especially if you don't keep your word, seeing as they have the Imperials have no established reputation on this planet ).

Abstract:

Here it stands: We, the representatives of the Imperium Forces who are currently preparing to land as we speak, have come to negotiate for the conditional surrender of your territories, populace, and military forces. Yet, understand, we do not come with the intent to crush your people or your heritage under the iron fist of tyranny. No, we have come to the world of Chroma with the intention to do the exact opposite. For too long has universal societal growth and prosperity been denied to the people of this world. Petty socio-economic struggles continue to wrack this planet, and millions of the population are denied the right to at least a normal life simply because there nature makes them economically exploitable. It is this cruel fact that has lead to use of slavery to exist far beyond its time.
It would be folly for us to come here with no alternatives, which is why we have not. The Terran Imperium, which we represent, is a vast alliance of humans and other races that spans across the galaxy. Think not of us as a mere conglomeration of countries and worlds who held down under an iron fist, but as a cause: one of unity, progress, and conviction. We have come to Chroma will manpower, resources, and the will to create a far better world for everyone.

*Cue magitech power-point presentation. Chuck full of all the graphs and statistics that you could never pay me to type out.*

Key Points:

1. We are not here to oppress you: The greatest societies are formed when those from multiple backgrounds are willing to come together and work to create a better system. Your values, traditions, and customs will be respected, inasmuch as they are not harmful others and will not hinder progress. Your will be a territory of the Imperium, but you will still be Kochikaze.

2. We are your allies, not your rulers: While it is true that we will be reorganizing your governmental structure, we have no intentions of placing sycophantic puppets into key positions. Your people deserve to be governed by those who know their interests and their needs. Beginning immediately, myself, and my administrative associates will begin selecting and training the finest diplomatic officers you have to offer. Furthermore, let it be known that as a Cross Knight I will neither excuse nor tolerate any corruption partaken by either Kochikazese or my own officials. Finally, we realize that you, the officials and advisors who have been running this country, possess the expertise and insight needed to carry it forward. Understand, that as long as you are dedicated to serving your people, you will have have a place of equal or similar prominence in the new structure.

Aid Other from Gabriel: 1d20+58= 62 (for +5)
Aid Other from Gadar: ???
Total: ???
Sense Motive Roll:

3. Your military infrastructure will be optimized: The Imperium possesses some of the most advanced weapons systems and magitech in the galaxy, and upon joining us you will be given access to much of it. Better weapons, stronger armor, and a tried and true tactical doctrine will ensure that your soldiers will fight with mettle and skill that has yet to be scene on this world, and that your people will be kept safe.

Aid Other from Sigmund: +5
Total: 81
Sense Motive Check: 1d20+44+8= 71

4. Slavery is no longer required: We have both the manpower and the resources to rebuild your economy from the ground up, thusly ensuring a more stable and efficient production and trading environment. Imagine a sustainable economy that need not be powered by the strife of others. Additionally we have own considerable resources that can be set aside to help with Kochikaze’s other socio-economic needs.
Diplomacy Check (Gabriel): 1d20+58+1AP= 78
Aid Other from Sigmund: +5
Total: 83
Sense Motive Check: 1d20+44+8= 69

Conclusion:
I urge all of you to deeply consider the implications of our proposal, and be very sure of your final answer. I understand the notion of surrendering to a foreign power that just jumped from the oblivion of space may seem unthinkable. Had we simply decided to blast our way in forcefully, we would, no doubt, be facing down one another on the battlefield instead of across a table. We do not wish the destruction of your country or your people, especially when we are confident that they could become so much more. So, to illustrate the possibilities within the Terran Imperium, let me tell you about my world.
Far from here, there is a world called Penthiae, and on it dwelled the remnants of an ancient empire. Yet, despite the unity that once held us together, the pride of some and the outright cruelty of others divided us, even to the point where an entire nation’s worth of people were condemned to live in a frozen wasteland. Many wars followed, and by the time the Imperium arrived, what was left of the five major nations was very little. The nation of my people, Misalin, was splintered by a political dispute, and was nearly drained of momentum. In the short campaign that followed, the Imperium took control of most of the planet.
Today, with the exception of small band of elves that have thoroughly lost perspective of the world around them, the entire planet has been unified, and nearly reconstructed. Certainly there is bitterness still, but merely the fact that so many different Penthiaen’s, from so many nationalities, are here with us is a sign that the old hatreds of my world are beginning to fade. Perhaps you think it strange that I would be so willing to accept this reality. Perhaps it would intrigue you further to know that it was my father who commanded the battle line in the last great alliance against the Imperials.
Yet, the era in which my father lived was a different time and place then the one in which I do. To be conquered is never happy circumstance, but what I find vastly more depressing is that it took an outside power to finally quell our petty infighting. Misalin, my home, is now more powerful and relevant than it ever has been, and I am proud to call myself both a Knight of the Imperium, and a Knight Vindicator of Misalin.

Sense Motive Check: 1d20+44+8= 70
