Quite the shitstorm it created too.
I welcome their decision, but not because of their 'moral fiber'. Actually I agree with the Baidu guys, google is being a hypocrite here. However, this will get the Chinese govt thinking, cause many of their internet policies are getting obsolete. Counter-propaganda, not information hiding, is the way to go (=D).

Looks like a perfect example of regulatory capture to me. Entrenched companies effectively control regulations and actively use them to prevent competition from arising.

A two way entrenchment too. The Chinese companies using their backdoor contacts (which is HUGE over there, I've seen this firsthand) to keep foreign competition down, while the established western superindustries use this as a propaganda attack to consolidate their own markets. Even though Baidu doesn't promote censoring any more than google does, their oversea reputation just got hit pretty damn hard, especially as most westerners haven't even heard of them before now.
The US civil war proved it once before - changing anything into a 'War of Morals' gains the initiator side massive advantages.

Google's decision is obviously not seriously meant to change Chinese policy, no matter what BBC-man thinks.
It makes perfect sense if Google is, in fact, guided by morals and dedication to freedom in its business decision. It comes to China thinking to exert influence on the system and slowly increase freedom and openness. It realizes that this is impossible, and it cannot change the system, and so with the final outrage of the hacker attacks it decides it can no longer be part of a system of oppression, makes one last-ditch effort with its crazy demands, then leaves.
If Google is purely profit-maximizing, it could also make sense. Suppose Google's analysts concluded that China was a lost cause and Baidu was going to clean up the market, making further investments unprofitable. The attacks provide a perfect opportunity to gracefully exit, while at the same time building its brand in its home markets with a massive wave of free and positive media attention.
